No. SIM cards are completely independent of email accounts. Whatever happened to your SIM card has nothing to do with Google.
Perhaps if you explain the issue you are having in detail we can help instead of guess at what may wrong.
First tell us what is happening. Explain the issues you are having. You have just asked about deleting Apps, and then that your sim card is locked.
We can't know what is going on, if you don't explain your issues.
Why do you say your sim card is locked? Are you getting a message that says so? If so what does it says exactly?
