Apps Opening on Startup

Startup apps in Users & Groups -> Login Items removed. 'Open at Login' not checked. Bombarded with apps opening on startup. Why?

By default, macOS will "Resume" apps that were open when you shut down. You can disable that by unchecking the box in the Shutdown/Restart dialog.

If those applications were open before you shut your mac down, they will reopen unless you decide otherwise when you shutdown:
