It may be possible. Screen Time works with Family Sharing as described in this article Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support Family Sharing let you also have a "guardian/parent" do certain actions such as approve purchases. Likewise the article also says "To use Screen Time with Family Sharing, you need to be the family organizer or parent/guardian in your family group," so that would suggest to me that perhaps similar supervisory features from Screen Time may be available to a second person. I am just interpreting what Apple says in its support documents.
