Unable to add Apple card to wallet

Basically i have gone through all the posts on this community and all of them eventually lead to below discussion:

https://discussions.apple.com/docs/DOC-250001013

I have followed all the steps in the above discussion but its only Apple card that i cannot add to my wallet but able to add all other cards. Its throwing the same error every time i try and have been trying for 2 days now.

Error: Account Services Unavilable

Error Message: Apple Pay service are currently unavailable. Please try again later.

But i do not get the above error if i add other cards.
