I'm trying to access photos on my laptop backed up to iCloud from my iPhone/iPad. I installed the latest release of iCloud for Windows and it did create a folder under Pictures for iCloud Photos but the folder is empty. I have 2.7GB of photos on iCloud so the pictures are not downloading. What am I missing?!

If you truly are backing up your device to icloud, then you can't view pictures as outlined here What does iCloud back up? - Apple Support
You would need to be syncing to icloud Set up and use iCloud Photos - Apple Support
