Incoming call Ringer Not Loud enough

My iPhone XS ringer is set to max volume, I have disabled enabled and disabled "change with buttons", mute button is off, do not disturb button is off, I have even reset all setting back to default. When testing ringer it rings very loud, all other volumes are fine, but when an actual phone call comes in it is very soft.

This is driving me nuts

I finally figured it out - I was asking the wrong question - issue was the phone would ring loud once but after that it would go almost silent. it was an obscure setting under accessibility, face ID and Attention. I needed to turn off "attention aware" button. Works fine now. What a strange setting
