My internet browser not opening certain website and requires browser to be upgraded. It will not let me upgrade due to OS Mac OS X ver. 10.5.8 being old. How can I update to near to the latest version.

FWIW, you can't upgrade directly to El Capitan from OS X 10.5.8 Leopard.

Note: El Capitan is about 4x more memory intensive than Leopard so for that you would need at least 4GB RAM minimum, 8GB recommended.
You have an early/mid 2009 iMac. The first thing you would need to do is find retail Snow Leopard install disks from ebay etc. From Snow Leopard, you could upgrade to El Capitan 10.11.6. Not sure if it's worth the trouble.

FWIW, I'm not certain you can even boot El Capitan without installing Snow Leopard first. Was my point. 😎
