Your 2011 iMac simply does not have the hardware to run anything beyond 10.13.6. If you have a need for more up-to-date versions of Mac OS it's time to buy a new(er) iMac.
That's what I was afraid of. TurboTax 2020 won't run on anything less then Mojave.
