Why do my apps have to be reinstalled after they’re cleaned?
That happens when you have offloading of apps enabled. Apps are offloaded to clear space on your device when it's extremely low on storage. Otherwise, you would fill all of the available storage and it would crash.

The app will go grey, and it says “cleaning”. When it’s done, there’s a little cloud beside it, then you tap on it, and it says “installing.”
So it has to be reinstalled or in other words downloaded again.
Sorry? No idea what you mean by "cleaned".
