If you're talking about the SIM card PIN code, contact your carrier and ask them.

If you're talking about a not supported SIM card, your iPhone might be locked to a specific carrier. Contact that carrier and ask them to unlock your iPhone, if you are eligible, as per this support article:--> How to unlock your iPhone for use with a different carrier - Apple Support

If you mean something different, please clearly specify your needs.
