why does my thunderbolt 3 (usb-c) to thunderbolt 2 adapter not work with my cinema display
its a new Mac mini m-1 and my thunderbolt 3 to thunderbolt 2 adapter does not work on my cinema displays, 27" or 23"

The Thunderbolt adapter work only with Thunderbolt displays. (Lightning bolt icon on plug, no USB cable)
For a non-Thunderbolt display (No Lightning bolt icon, USB cable) you need a USB-C to Mini DisplayPort adapter, such as:

My thunderbolt 2 adapter now gets a unsupported device when I try to use it. I don’t think it’s compatible anymore. 😞
