Call forwarding is a carrier feature. It is not a part of iOS. I can forward my iPhone XS, with AT&T, to any valid telephone number I wish to, cellular or landline or VOIP number.
If your carrier and your account with them support call forwarding, you will see it as a setting in the Phone App settings.
