I have a hacker on my phone. He opened a Apple Cash card in my name and it can only be canceled on his device. How do I get it canceled

I’ve had a hacker on my phone and now he has put my appleid on everything he does. He opened an Apple Cash card and I can’t cancel it unless I’m on his device. What do I do?

Apple ID I have two questions and concerns for my iPhone. First, someone has been trying to log into whatever device using my Apple ID and i’ve changed my password multiple times and I keep getting the notification. Is there anything else to be done by this? Second, maybe it’s the same person but they made a purchase using my Apple ID and since i had to get new cards from my bank, it will not allow me to do apple pay on my iPhone claiming my account has been disabled. How can I add the cards to my apple pay?
