If I purchase an apple watch Series 6 now but do not include cell service, can it be added later?

In order to do that, you MUST buy a Cellular model. The cellular models do not need to be connected to the cellular network if you do not what to. But to activate the cellular radio later, you have to have cellular radio inside the Apple Watch.
The less expensive GPS only Apple Watch does not include the cellular radio, and must always depend on the iPhone for cellular access.
NOTE: If you always have your iPhone with you, then the GPS only Apple Watch will do everything the Cellular model will do as long as your iPhone is nearby.
