Wanting to copy/transfer iCloud contacts from one apple ID to another apple ID.

Icloud data including contacts can never be transferred from one Apple ID to another Apple ID on server basis ( the accounts are secured with its credentials created by the account holder ) .

You have not mentioned which device is used Mac / iPhone / iPad and their versions .
