I had my regional iPad stolen several months ago and they’re still use my iCloud and Apple account can I use the serial number and I am EI number to locate that iPad and reported to the police Yes can I use my cell number and I am EI number did locate my old iPad that they’re the people are still using my iCloud and my Apple account on it thank you my name is ricky v. thank you

Here is Apple’s advice for lost or stolen devices:
If your iPhone, iPad or iPod touch is lost or stolen – Apple Support
Use the Find My app to locate a lost or stolen device – Apple Support
Facilities to manage/recover a lost or stolen device are predicated on Find My iPad being enabled on the device before it was lost.
The iPad's serial number and other numbers are useless in locating it.
