As mentioned by leroydouglas, there is no setting that can change this. However, the login screen will match your desktop background in these circumstances:
Now, if you really want to change the login screen in macOS Big Sur, it is technically possible... however, the following consequences will apply:

Use "Lock Screen":
It will become the image of your current background.
Thank you! I think the easy work-around is to not power down my MacBook Pro very often LOL. It just really irks me that I can't personalise - but I need to let it go. Appreciate your detailed response :)
