If you have AppleCare +, yes. Any repair other than the battery or the front screen is handled by replacing the phone.
Whoever told you that was wrong. Accidental damage is not covered by the warranty. If you just broke the front screen it would be $29. But the back is the support for all of the internal components, so it can’t be replaced without rebuilding or replacing the phone.
