Iphotos

Recently deleted photos, thinking I had put them into iCloud , then deleted them also in recently deleted option. after this actions I can not find them in the iCloud, are they recoverable?

The Recently Deleted album is the only safety line offered by Photos for Mac.

iCloud Photos is not an independent storage. The purpose of iCloud Photos is to keep the Photos Libraries on all your devices in sync and identical. When you delete photos from your Mac while it is using iCloud Photos, the photos will be deleted from iCloud as well.


I hope, you have been keeping regular backups of your Mac and your Photos Library.

As you already emptied Recently Deleted, you will need to restore the photos from your backup.
