How to delete an app from Library?

That suggests restrictions are in place preventing complete deletion of the app.

Go to Settings->Screen Time-> Content & Privacy Restrictions->iTunes & App Store Purchases -> Deleting Apps, and make sure its set to Allow.

Press and hold on the App until the context menu appears, then select "Delete App".
