iPhone 6 Plus Apple ID disabled for security reasons

IPhone 6 plus id disabled for security reasons and the person for email not available, I have purchase papers and know the login details.

Is Your Apple Account Locked?:

What are you logging in on? If a Mac, then boot into Safe Mode, and see if you can then log in. System File (i.e. Caches) are reset and fixed, if existent. If it is your Apple Account, then contact Apple Support to get this unlocked.


Visit this Link: If your Apple ID is locked or disabled - Apple Support.


Why Accounts Become Disabled:

When your iTunes Account has been disabled, and that often happens due to suspicious activity --- Perhaps nothing on your part. They disable it for no more than Security & Privacy concerns.


Possible Reasons Could Include: 

  • Too many unsuccessful login attempts
  • VPN (Virtual Private Network) usage
  • Consistent transactions
  • Session Times Out
  • Disobeying Terms & Conditions


So...

To Re-Enable it:

As you might suspect, no one here would know the reason for this occurrence, of course. So, contact Apple Support. They’ll know why this occurred and will run you right through the fix.

Contact Apple Support:

Note: Phone calls are taking a bit to go through at the moment, due do lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

Is this a Used iPhone?

If this is a used iPhone, then return it to the seller, having them take care of this. Take this as a learning experience, knowing to always have the user sign out, and let you sign into it, prior to handing over the money. If they choose to disabide by these rules you've set forth, then do not proceed with the transaction.
