itunes says my phone could not be updated. error code 400. what is the problem / fix?

See If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support. If you're trying to update over the air try using iTunes instead, or vice versa.

If the code is -4000 then disable Find My IPhone before updating with iTunes for Windows then enable it again afterwards, or update over the air.
