If you mean the built in notes app, they are already on your device. When you sync notes with iCloud, whatever is in iCloud is on your device. iCloud doesn’t actually store notes that are not already on your device, it just keeps the notes in sync across devices.
If you are missing notes, look in the recently deleted folder.
