At this time, you cannot directly update your iPhone without connecting it to a Wi-Fi Network. What you may do is update it by connecting it to a computer like this ➔ How to update your iPhone (Scroll down and focus on the section marked Update your device using your computer). Of course, you will need to have an internet connection to the computer and that could be through a cellular hotspot or a Wi-Fi Network.
