iOS version 13 is not installing my iPhone 6

Correct. The iPhone 6 is too old now (over 6 years), and it's hardware doesn't meet the RAM requirements needed for iOS 13 and 14.
If you want to update beyond iOS 12.5.1, you'll need a newer, current-gen iPhone model.
