iPad Pro 12.9’’ idk if I can have a mobile data plan there is no option for ‘’cellular data’’ under settings. Can my iPad have a mobile data plan??

If it is an iPad model with wifi only capabilities, then no, you can't.
On the contrary, if it is a model wifi + cellular you can contact a carrier and subscribe a plan.
To identify your model, look at the back cover and you should read the model code "Axxxx", where xxxx are four numbers. Then find out your model among this list:
