can not use apple pay

I did follow the steps of adding card into wallet, and checked all the information about the card and apple ID are correct. However, I can not use apple pay at shops. I made call to the bank they said it is the issue of Apple coz they said they cannot find any issue in their system. I would make sure what is the problem here that I cannot use apple pay. Thanks

Settings>Face ID & Passcode> Apple Pay > [Enable] "Allow Access When Locked"
