I have 25$ on my apple account but when I want to upgrade my iCloud memory it won’t deduct automatically from apple account.why is this happening?

For financial assistance pertaining to your Apple Account, you need to contact Apple Support. Being a volunteer and User-to-User forum, n.o one here can manage any of this nor have access to your account (and that is a good thing, BTW).
So, contact Apple. They’ll know what’s going on, and will run you through the fix.
