iMovie 10.2.2 frame rate change

Since the latest update (or possibly earlier) I'm unable to change a projects frame rate from 60 to 30fps in the usual way; starting a project with a 30fps clip. Is there another method with 10.2.2 or is this a bug . . . or is it just me?
