-2100F Error when powering on

My elderly neighbour has handed me a macbook to fix.

When i power up, a screen comes up with an exclamation in a triangle, followed by apple.com/support, followed by -2100F.

Any ideas how to get past this?

The macbook itself is not on my wi-fi network.
