My kids already have an Apple ID and it will only let me set them up as an adults, how can I change or fix this? They need parental controls!

The problem I am running into when adding them in my family is it shows they are adults because they already have an Apple ID and I tried to add them as children but it would not let me because the Apple ID was already valid. What is a way to change them to a child?
What if my children already have an Apple ID? I can not figure out how to set them up so I can monitor them. It is showing that they are an adult, I would like to know how to change that to a child?
