Trying to reinstall El Capitan on an '09 24" iMac I just cleared, and it's saying no packages were eligible for install. I was running it before the wipe and not sure why it wouldn't work now. Any thoughts?

@ Limnos - any chance the users issue is related to Expired Certificates in El Capitan. Need to roll back computer date to pre-expired Certificate ?
That's what I was thinking but rather than do the date change trick which requires multiple steps and reboot I thought it simpler just to download one from Apple which presumably has an updated check. ElCap is freely available. I installed it on two computers last week and had no problems using the download from Apple.
That happens if you're using an installer downloaded a while ago. Apple apparently inserts certification checks occasionally and if you're using a newer download it will pas the check. If you're using an older one you have to...
Interesting - must have the Magic Touch. Have seen many others doing El Capitan having to Roll the Date back.
Setting the date back by those instructions did the trick! The installer had just been downloaded, so it seems they still haven't sorted that out yet.
No luck installing OSX on wiped '09 iMac.
