Why won’t my messages activate?

I’ve tried everything that the website has told me, including restarting my phone. Both my iMessages and FaceTime say activation unsuccessful. Please help.

There are more steps than restarting follow all steps here If you get an error when trying to activate iMessage or FaceTime - Apple Support
