You can install iTunes on a PC with Windows.

Ideally the person should have done all this --> What to do before selling or giving away your iPhone, iPad, or iPod touch [or if you received one that had not been erased] - "Use these steps to remove your personal information from a device, even if you don't have it anymore." --> https://support.apple.com/HT201351

My big concern is it may still be logged into their Apple ID in Find My which means you may quickly finding yourself in a position where you can do nothing with the device.

Hi. I bought my friend a refurbished iPad-7th generation to replace her older iPad(maybe 2013-2014 version) that was recently stolen. She has been trying to get it connected and is getting error messages about wifi/router and something about the WEPA??? Her old iPad worked fine with her current router which is a Belkin-G+ MIMO. Does this mean that she needs to invest in a newer router??? And if so, can you please tell me what models/brands to purchase? Her internet provider in Florida is Spectrum and they have not been helpful to her. Would sincerely appreciate any help on this issue. Thank you!!

Welcome Rocksoccer,

In order to keep topics clear and to the point for the original poster I recommend you start your own topic in the appropriate forum. That will make it less confusing for us as to which advice is being given to whom and you can have a topic focus on your issue, which is very different from the one being discussed here, alone.
