Contacts not syncing between iPhone and iCloud

Hi, currently having an issue with contacts not syncing from iPhone to iCloud, Phone is an iPhone 11 running the last IOS and all updates completed, there are contacts in iCloud but not the latest updates so a large number missing.

Try - If your iCloud Contacts, Calendars, or Reminders won’t sync - Apple Support.
