Buying iCloud storage

Hi

I have a problem with buying icloud storage.

My storage is not enough and I cant buy more because my phone seems to think I am in USA. I would like to be in Iceland where I live. I hava 0,01 credit and it seems that that might be the problem. Could you remove the credit so I can use my card and allow me to use my location.
