videos aren't uploading

I upgraded my icloud to 50gb, but my photos and videos won't upload to icloud. It says that there is 45gb of free space, but the videos from my phone aren't uploading.

Is the device plugged into power, connected to WiFi, and locked? Are you also using the Optimize Phone Storage feature?

iPhone won't save new photos/videos even though I have 2 TB of iCloud storage??? My iPhone storage is full, but I have 2 TB of storage on iCloud, yet I can’t take any more pictures or videos.
