i Was wondering why I need verification for free apps an additional question is I need to remove a card but it keeps saying it needs a payment of file for a subscription

This is how Apple verifies you using your valid payment info.
Make sure you have a valid credit card with your name on it, issued by your bank.
Note: Updates and free apps are still free with a valid payment info.
