Notes "On My Mac" vs "iCloud"
How can I transfer my catalog of notes from the Notes App that are currently "On My Mac" to my iCloud account for access on other devices?

Make sure you have set Notes to be synced with iCloud (System Prefs > Apple ID). Select the notes, secondary-click them and select Move to > iCloud.
