Can I use my Apple Watch SE (GPS + Cellular) without cellular carrier?

You do not need to activate the cellular radio. In this mode, it will behave as if it was a GPS only Apple Watch.
At some date in the future, you may decide to activate the cellular radio, or never activate the radio.
