Messenger
I get minus marks instead of x’s when I try to delete an app. I went to settings/general/restrictions and cannot find restrictions. What do I do now? I want to uninstall the messenger app and reinstall it.

You are NOT going to be able to delete the Apple Messages app (Not Messenger). It is built into the iOS.
For your other question, restrictions are under screen time. Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions.
