Does the apple watch 6 work with the older apple phone 6? We can’t seem to set up the watch

The Apple Watch Series 6 needs an iPhone using iOS 14. That would be an iPhone 6s, iPhone SE (1 or 2), iPhone 7, or newer.
The iPhone 6 will ONLY upgrade to iOS 12, so it is not possible to pair the Apple Watch with the iPhone 6.
You can use the Apple Refund policy to get your money back
But highly unlikely you will find one new. So you are looking at the used market, and if the seller has not followed these instructions

then the used Apple Watch is useless to you.
