I have to think that something is broken or overloaded on Apple's end. There are lots of posts asking the same question today. I have three new mini's that all show the same behavior for 6 hours now.
Edit: Apple's System Status page (https://www.apple.com/support/systemstatus/) shows a problem with iCloud Account & Sign-in since 2:45am this morning. I'm guessing this is the root of the problem.

Ah, you’re correct. I connected my iPad to the personal hotspot on my phone, reset the HomePod minis, and set them all up correctly on the first try. I’m using the latest Cox Communications mesh router, so that’s also consistent with the Reddit post. Thank you for saving what’s left of my hair.
