How do you do an upgrade on Apple series watch 1 when it won’t pair

Trying to pair a Apple Watch series one but it says the watch needs an upgrade and won’t without internet

iPhone 11 Pro Max, iOS 14

A series 1 watch will only update to WatchOS6 not the current WatchOS7.

If you see 'Unable to Verify Update' when updating Apple Watch - Apple Support
