Change your settings so you have to enter your password in order to make any purchases.
I presume you are allowing your children to use your phone. If not, set a passcode on it.
Here's how to ask for a refund but realize Apple may limit the number of refunds it will grant so you will have to come up with a better system of managing your children's use of your phone.
