Videos won’t load

I can’t view some of my videos on my iPhone 11. It has an exclamation mark and sayd

error accrued while loading a higher quality of this video

Videos not playing on iPhone SE Since the latest software upgrade (version 13.0) I am unable to play videos that I shot on my iPhone. iPhone videos will not play I have videos and pictures that I’ve taken within the last few days. The videos play perfectly fine for a day or 2, after the first couple days my videos no longer play. It’s like they’re buffering and then i get an error. Also my pictures will not download either. I have switched my settings to Download and keep originals, i also have purchased extra storage. Anybody know how to fix this? I can’t even upload my vacation videos or pictures to social media

If you had enabled Optmised Storage and enabled iCloud, please connect to the internet.

Tap Settings > [your name] > iCloud > Photos. Turn on iCloud Photos. Select Optimize iPhone Storage to save space on your device.
