It does if you choose to pay extra and purchase a cellular iPad.
I have used iPads since 2011 and always chosen to use Wi-Fi only iPads. I’ve never purchased a SIM capable iPad.
I did receive one with WiFi and cellular but no SIM card! I was advised to go to my cell phone provider and pick one up!
