How do I save a photo to be a smaller file?

You can't directly/initially.

You can make images smaller in the Photos app by editing tge image by cropping out an image for only the important parts of an an image to get the image size down.


You have the ability to reduce the image size of an image in the many Mail apps, including the default iOS/iPadOS Mail app, if the image is too large in physical size/data file size.


The image size can be changed under either the Subject area or under the Bcc/Cc area of the email setup header.

The option is a gray color arrow at the far right of these areas to get the image size options to send over email.


Another way is to use any type of third party iOS image editors that have an image size feature. Not all do.

Another way is to find a dedicated image sizing app that all that these types of apps do and nothing else.
