Apple Watch 6 (stainless steel) without cellular?

I would like to upgrade to the Apple Watch 6 (stainless steel), but am noticing it is only available for purchase with GPS+Cellular. I do not want the monthly charge of cellular usage, and am perfectly fine using it just with GPS. If purchased, do I have to use the cellular capability or is there a way to turn that feature off completely?

No you don't have to activate the cellular plan and you can just use the watch as if it is a GPS only watch.The only difference is that to make calls and send texts you need to have your phone with you.

Is it an extra step to disable the cellular feature or is this something that is already turned off and has to be setup?

No it's already turned off and when your ready you setup the plan with your network provider;
