I have lost my new Iphone, it is not linked to my apple id. is there anyway to link it thru its serial number

No. The only thing that can be done with the serial number is to tell if an already-found iPhone is yours.
Physically search for it, or post notices around where you lost it, or if applicable, contact the Lost and Found department of the facility where you lost it.
